I am not able to run chk dsk in Windows Vista, Dell laptop.
Does anyone know how to resolve this?

 I think you should type in "Chkdsk" in the command prompt.

 When I go to start > run & type CHKDSK, it doesn't run.

 chkdsk works in XP, maybe it has been moved in Vista?

 No it is there in Vista too. Atleast in mine. Try going to c:\windows\system32 folder. It should be in there. 
 
 I think your Enviroment Variable is not set. Go to control panel -> system
 then under advance you can find Enviromental Variables. In the bottom box there should be a variable called path. edit it and add ";c:\windows\system32 " to the end.

 I am able to find where I can run check disk. I tried 2 different ways: 
 
 1)I tried in computer folder, right clicked on C drive, selected properties, and tools, check now and unchecked automatically fix now, and it looks like it is starting to scan, but then stops. I also tried checking off automatically fix now, and it says that it will schedule chk dsk for the next time computer starts, but it doesn't.
 2)I also clicked on start > run > typed in CHKDSK > clicked ok, but it won't run.
 
 I will try the suggestion about the environment variable setting.

 Also when you run chkdsk run it like this "chkdsk /f /r" 
 Without the f anr r it doesnt correct errors.

 I don't think you need both the /f and /r switches? Maybe I'm wrong though. Basically, if you go into the command prompt (Start > Search for cmd) and type chkdsk /f, it will tell you this can't be done in Windows. Then when you reboot the disk check will run.

 The /f is to fix errors and with the /r it tries to fix lost clusters if it can. 
 With /v you can also tell it to display the files it is currently checking. Usefull sometimes if chkdsk gets stuck.

 First open CMD (start > run > CMD) and then run CHKDSK. If you want more CHKDSK commands type in "CHKDSK /?" without "". (it was like this in XP as well)

 Just remember that you may have to right-click and "run as Administrator" in Vista.
