I have some movies and stuff that I want to cut some content out of to make the files smaller, but I havent been able to successfully do this.
I tried Sony Vegas, and I would cut it to like half length, but it always ends up being around the same size as the original. I dont want to lose video quality, but I cant seem to match the original encoding.
Any suggestions for programs that will simply cut the video without changing anything like bitrate, resolution, etc?
thanks!

Windows Movie Maker is your best bet.

But doesn't movie maker try to re-encode the entire video after you make a cut? That's a major pain. Especially if the video is real long. But not knowing what format the OP has the movie in it is impossible to suggest an app that can perform the cut without re-encoding. I have used a couple for this. The one that springs to mind was Easy Video Splitter. But I don't remember what formats it worked with.

If you don't mind command-line programs, mencoder should be able to copy and trim a stream like you're wanting. I tend to do most of my simple media edits like you're talking about with mencoder and mkvtools and such. But I'm a Linux/command line junkie who finds that it's just easier that way.

@pitabred cutting videos using CLI .......REALLY OMG ,pretty impressing
do u also photoshop using CLO? ,
y do i think some people use CLI to feel more professional , don;t argue that its pretty much easier to that king of jobs using a GUI program. -
You could give Format Factory a try.

AVI DeMux is free and can cut a lot of formats, no re-encoding if you pick 'Copy'. It does only cut on 'I' frames. VirtualDub can cut most AVI formats, and it to has direct stream as an output option, and can also 'smart render' on some formats allowing you frame accuracy by rendering only the affected Group Of Pictures (GOP).

I'd recommend Format Factory for a simple thing like that. amazing and free program, wish there was a portable version of it though.

If the tool is CLI, then CLI it is.
To operate a keyboard + mouse you need 3 hands.
Since 3 hands is the exception, CLI is much more efficient, provided you can remember the commands.
Of course a GUI will let you poke around menus until you stumble onto the right one. -
virtual dub? no?

Thanks for the suggestions guys, ill give format factory a try, and maybe the command line thing.
A lot of the videos are wmv though, so Virtual Dub wont open them, otherwise I would have used that -
Can you tell me how you could easily do any of that in ANY GUI app? Because I'm not aware of any mainstream apps that won't automatically force a transcode. Use the right tool for the job. The CLI is a much better tool for many things than most users would realize, because they're so used to clicking on things. It's not the only way, and is often not the best way when you know what you want to do. -
