You can use Nvidia system tools to downclock the max frequencies of your gpu and save this profile to overwrite the default system profile.

Alternatively you can use Nbitor to permanently downclock the gpu and do a Vbios flash, i would prefer the latter since u will access to all the clocks at different performance levels. Be sure to search a bit and read how to properly use Nbitor and Nvflash as this way involves great risks if you don't know what u are doing.

You can always flash back to your old vbios as long as you have the backup of the Vbios file, heck u dont even need to backup the vbios to flash back, u just need to remeber the default clocks of your GPU, the bios flash is completely reversible.

edit: regarding using nsystemtools, you need to save your new profile, not just set up a few values there, after that when you click "apply" and close Nsystemtools, you will be asked "do you want to load this profile after reboot", choose yes.

As Lido said... you can create profile and set it when you load them with the profile manager. You can set to load the defualt or overclock profile while you run some program and load the downclock profile when your computer starts, and any other time... so many possibilities.

Another Option is eVGA IMO it is lighter and looks better than Nvidia System Tools.

Uninstall Nvidia Driver is the BEST! So, your 9600M GT can take some rest.
Nvidia System Tools is slightly heavier than EVGA's.
But Nvidia System Tools have more function and integrated with the Nvidia Control Panel very well.

    My suggestion is:
Disable PowerMizer and set your Clock Speed(GPU) using Nvidia System Tools to lowest as you wish. Force the Clock Speed you set to run when your System start-up. With PowerMizer disabled, the Clock Speed will remain at Maximal and won't change it value no matter what. But using Nvidia System Tools, you adjust the Clock Speed to be the lowest as you like. So, the PowerMizer will make the Clock Speed remain at Minimal and won't change the value no mater what.
