I've had this problem since Windows 8.1 at least. I have reported it to the Feedback.

Programs that get stuck includes Powershell, Opera, Spotify and VLC. As soon as I adjust the window size it moves downward to where it should be.
The taskbar is not set to hide automatically.

Moving the taskbar is not an alternative for me. I use several programs with buttons at the upper edge of the window, so having the taskbar at the bottom of the screen is counterintuitive.

Nobody? Am I the only one here who haven't fallen for this Windows 95 fad, ie. having the taskbar at the bottom? :D

Feel free to give feedback to MS.

The title for my feedback is: When the taskbar is placed at the top of the display, programs get stuck behind

Don't forget to set to "all categories" when searching.
