I'm looking for a free software program\solultion that will let me prioritize internet traffic. Sometimes I am reduced to using dial up (ugh), and when doing so, any attempts to download a file in the background instnaly kill any web browsing\games that I'm trying to do in the foreground. How can I ensure that whatever I'm doing (browsing the web etc.) has priority over a background download, so that whenever my web browser wants bandwidth it gets all of it? I dial up directly, so anything involving a router isn't going to work.

    Thank you.

In Vista you can set the priority for each process via the task manager. It won't control networking, but it might help overall performance.

A download manager might also help. I believe some can be configured to control how much bandwidth a download gets.

I know about those, but the bottleneck lies in the connection. I try to use a download manager for downloads, which works well for them - but what about general web browsing? When trying to watch videos or play games at the same time, they get severely bogged down.

Anything that puts a high demand on the network (streaming videos and playing online games) is going to severely impact performance. If you are on dial-up, you will have to choose what is more important - watching videos or browsing the web. AFAIK, you won't find anything that will do what you want.

The only QoS software I know and heard good things about it's Cfos Speed but it's not free, lifetime license costs like 20 bucks.
