Will I have to get new drivers for all my applications before I can use them in the 64 bit version, or is everything to ready to go as soon as I install it?
Basically, I want to get all 4 gigs of my ram to be there.

Drivers are for hardware not applications...
For the 1730 you'll have no driver problems just search the Dell forum and get 64bit installed... -

To install 64bit Vista, you will need to do a full install. You cannot do an upgrade. You don't have to wipe everything off your disk, but you will need to reinstall Windows and all of your applications, which can leave quite a mess, so it is probably worth it to do a full clean install. Just make sure to backup all of your data first. -
