This question presumably has an obvious answer to it, but does one need a former version of Windows, such as XP, do perform a clean install using Windows Vista Ultimate Upgrade edition?
If this is the case, is there anyway to circumvent this? Doesn't that mean that everytime one builds their own PC, they must buy an OS (with a new activation code) all over again?

An upgrade license will only install on a computer which has a previous Windows OS on it. If you're building from scratch, you'll need a full license.

if from scratch, install vista upgrade, enter your key or whatever, after its done setting all up, dont activate yet, then install the vista upgrade again over it. With an upgrade disc, you can do a clean install by installing it twice, its a bit tiome consuming, but worth the extra $$
