Like I'm running XP and Vista so right now Windows XP is on top.

How do I switch it so Vista is on top (and then by default it'll choose Vista if I don't touch it)

EasyBCD is a good editor for the Vista bootloader.

You could just open the run dialog, enter msconfig, and go to the boot tab and select vista as the default OS.
