The first problem regards programs that load at Start Up. I went into msconfig.exe and was able to stop certain programs from loading. One of the tasks I disabled was 'qttask', which is QuickTime. On my adminstrative account, QuickTime no longer loads after Start Up. However, on my limited account, both of the programs still load. I tried disabling it from entering my task tray, but after I apply the changes the check for the option reappears.
My second program deals with my Internet connection. I am at college now, and whenever I try to log on to AIM, 80% of the time I connect, but get an error message when it trys to verify my password and such. The error message says "Connection lost," but I can easily load up every other program that uses the same Internet connection. I can spam Enter and go through many of these messages, failing to start AIM. Sometimes when I try it works, most of the time it does not though.

...are the three Internet related programs I am using, all school mandated for access. Is there some type of block set up in one of these three that's making it difficult and somewhat random to connect?

I get that too. With AIM. I think it's an AIM issue. You can always go to the program's preferences and click off "Load When Windows Starts"

Well, the thing about AIM is that I have never ever gotten it in the past six years of using it, except if my Internet was genuinely not working. It's working fine here, it just takes several tries to connect.
EDIT: Completely forgot about those options. I went into Windows Messenger, and turned off that option. The closest thing I could find in the options for QuickTime was "Install icon in system tray," but whenever I remove the check for that option and hit apply, as soon as I look at that tab again the check reappears. Thanks for the tip with Windows Messenger.
QuickTime still loads up on my limited account. I've added this updated information to the first post, as well as a new problem.
