Does the RC come with discs that can be reused 3 times, like an OEM does? because if not, i'm just going to buy it.

The RC disc can be used as many times as you like. The RC itself has an expiration date though. March 2010. It starts rebooting every two hours.

Upgrade means "Thank you for purchasing Windows and not using an illegal copy, here is a discount". This product is available at retail stores only. The box features the 32 and 64-bit version.
Anytime Upgrade. Allows a user of Windows 7 to upgrade to a higher edition, or pass from 2000 or XP, or Vista to Windows 7. OEM likes Dell, HP, Toshiba, etc... have this disk, to allow elligible customers to upgrade their Windows to Windows 7. This disk features of the version you currently have. For instance you have Vista 32-bit, you will get Windows 7 Anytime Upgrade 32-bit; if you have Vista 64-bit, you will get Windows 7 Anytime Upgrade 64-bit.
RETAIL. Windows box that you find in retail store shelf like Best Buy, which allows you to install Windows 7 on a computer that doesn't previously have Windows, and is not eligible (such as a new computer without Windows, Linuc based PC, or MAC) to go with the Upgrade, or teh user prefer to do a clean install instead of an upgrade. The box comes with 2 disks, 32-bit and 64-bit versions of Windows 7
OEM. Windows 7 for OEM disk, is disk for system builders. This disk is less expensive than the RETAIL version, to promote sell of a system. This version of Windows 7 comes in only one version of the system builder desecration (32 or 64-bit). If you build you own computer, you are considered an OEM, therefor you can purchase the OEM version from specialized computer stores.
Technical Preview. This is the same as alpha version, but stable, used to present or test a software.

You could have also be part of Windows 7 Launch Party and Get Windows 7 Ultimate edition RETAIL BOX for it (but you have to trough a Win7 party). Now registration already passed. So it's too late for that as well.
You have Windows 7 Family Pack, which is 3 license of Home Premium Upgrade, for 150$ in retail store (50$ each Home Premium license).

From my perspective, Microsoft was under no obligation to release the RC to the public. Last time it had a large public beta, it ended up becoming a hindrance to bug feedback

The OP is confusing the RC with the free upgrade that is available to anyone who purchased Vista or a computer loaded with Vista since July.
By "turning in" the OP is referring to submitting proof of purchase.
As for answering the original question - no one knows yet what type of license you will get through the free upgrade program. If it's a retail upgrade license, then there is not a limit to the number of installs, only a limit on the number of concurrent installs (1). If it's an OEM license, then there may be a hard limit on the number of installs, after which you will have to manually activate the product by calling Microsoft.
As for future notice - don't use terms that you don't understand. It will just confuse people. -

Windows 7 has no major issues known yet.
You probably miss read or the report is false. I also read an article on CTV, about their "Computer expert", who says that Windows is very bad because it based on Windows Vista which is based on XP, which is based on Windows 95 which is based on DOS.
I mean you can't go more wrong than that. But he is a so call "Expert". Perhaps he is an expert in saying junk. -
