I'm interested in being able to do photo editing for items such as HDR for photos and other image tweaking as well as for joking around on websites like imgur.
I'd also like to be able to do video editing such as trimming videos, compressing bitrates, and adding in and syncing separate audio tracks for personal videos and game recording.
What software should I get? I was looking at the adobe elements dual pack but was wondering if anyone recommended anything else? Thanks! (I'm on Windows 8.1 Pro 64bit).

for video editing i can highly recommend cyberlink power director 12
dedicated 64bit which breezes through rendering.
try out the 30 day trial before you buy PowerDirector 12 Ultra Free Trial Download | CyberLink
the trial is limited but gives a good idea
30-day trial version
No SmartSound Library
Limited template pack
NewBlue effect pack limited to 10 effects
Does not include CyberLink WaveEditor
Importing and producing H.264 video files is only supported on Windows 7/8 systems or hardware platforms offering independent H.264 encoding and decoding
Watermark appears at the beginning of produced videos (5 seconds) -
And for HDR photo editing go here for info: Best Free High Dynamic Range (HDR) Software

I forgot to mention for Photo editing, I want to be able to edit RAW photos.

You didn't forget. It was in your first post. "I'm interested in being able to do photo editing for items such as HDR for photos"....
Photoshop will do raw editing.
