    I need to scan and repair some old photo`s fix the color, remove large staining, cut unwanted people out of photo, or transfer wanted people to an new background.

    I Photoshop but i only use it for simple edits and managing raws from my camera, managing layers and cutting out people are just to difficult, I need and semi-automatic application.

    These are old faded photo, one has a red juice stain along the bottom.

    Photoshop Elements should do what you want. Not free but much cheaper than the full blown Photoshop and not cloud based. I use PE to do what you want to do. Lots of tutorials available.

    Have you ever tried GIMP? It has layers and other tools you're looking for and it has portable version. It should be almost as powerful as Photoshop, but I haven't used Photoshop for years and wouldn't be able to tell if it's easier, which is kind of subjective anyway, I either get it or I don't.
