Is it even possible? No programs ive seen can do it only change single keys, is this one of those things that seems easy and obvious but acctualy is stupidly complexe?

All i want to do is add 2 keystrokes to my keyboard, add Ctrl+4 for £ and Alt+4 for $. Any ideas?
