I have a Samsung Galaxy Note as smartphone and a samsung laptop X360 with Vista.
I want to connect remotely from my smartphone to my laptop with a program such as logmein , since my laptop will always be in a range of less than 3 meters of my smartphone, I do not want to use the internet to connect.
How can I accomplish this ?

You could look into TeamViewer... They have an app on the Android Market, just install that on your phone and the main application on your laptop. I'm not sure whether it's issues with the specs of my phone (Wildfire S), but it did seem a bit slow, though.
Quick question though... If your smartphone will at most be 3 metres away from the laptop, why not just use the laptop? It would be a lot more convenient and direct. -

Turn on remote desktop on your laptop and download remoterdp from market.
This will only work if both are in the same network otherwise you'll need to use logmein if accessing from the net
Only reason I'd remote my laptop 3 meters away is if I'm using it to play movies on my TV, if that's also the case and you just want to use your phone as a remote then also take a look at unified remote from market

I use VLC remote for watching films its excellent.
Also Airmouse is excellent at this also. I believe both are available from the android market. I know airmouse does.
