I am wondering if any of you guys know of a program that removes restrictions on a .pdf file. Document assembly, commenting, signing, and creation of template pages are not allowed for me. The rest are allowed. My reason for wanting to remove these restrictions is so I can highlight some important things (commenting needs to be allowed) in the document.

    Thanks.

Contact the author of that PDF and ask to remove the restrictions and send you a revised unrestricted copy.

What is the current pdf program you using to work with those pdf files? I would say Acrobat X pro would be a good program but expensive that would allow you to edit pdf files. I don't know about the others but foxit is another that is mention but don't know if it can edit pdf. I think the software that usually can edit pdf files are paid program and only the free version are the one that allows you to read the pdf only.

Some of the restrictions mentioned by the OP can be set by the PDF author and only unlocked with a password. That is why I said to contact the author of the PDF.

I'm using adobe reader. What I'm trying to say is if you go to properties under security, there is 'Document Restrictions Summary.' I want all those restrictions to be 'allowed.' Is there a third party program that makes it 'allowed?'

This is essentially bypassing security measures that were requested by the document author. You need to contact them to discuss this further.
