I tried intalling windows with my transcend v70 16gb it didnt work
i made it bootable in ntfs with cmd
It is flagged as primary and active, it also has a partition that makes it bootable
I want, if its possible to make it as i got it when it was new

What did you use to partition the drive? You can use that to remove the partition and format it again.
Gparted is another option. -
I had a very similar issue recently.
I used the Microsoft Windows 7 USB DVD Tool and it fixed it. Not sure what the issue was. I think it was because I previously tried to format it with a flash Ubuntu which never worked.

I must have misunderstood you. What do you mean "as it was new"? Formatted as a single FAT32 drive?
There's several ways. After plugging in your USB drive, I would just go into disk management (right click computer, select 'manage', left click on 'disk management' under 'storage') and delete the existing volume and create a new one.
You can also use the diskpart utility from an elevated command prompt. -
I've ran into couple situations where even disc management couldn't handle the drive correctly.
Every time the USB format tool provided on Hiren's page has been able to totally wipe the drive and let me start from scratch.

I think i've done it
But acronis bootable cd tells me that the 14.8 GB flash
has 3 partitions 2 of which are 932 GB and are called None
and 3GB of unallocated space
drive manager or computer manager in windows tells me the disk is primary and thats it
but whats odd is that a transffer of a file file goes at 80mb/s very fast and then it stops at the end with 8/4 mbs remaining and after a time it finished, the average of data/time is 10-15 mb/s -

No, its just because the transfer time isn't calculated correctly first. Windows thinks it can actually transfer almost ten times as fast as it actually can but in the end speed slows closer down to actual level and windows adjusts the shown time accordingly.

Flash Drives are mostly (all) formated as Fat32 when new. Probably the main reason for this is that Apple Macs can read Fat32 but not NTFS in their native form.
Edit: Also for the same reasoning as above is why new external HDD are formatted as Fat32 and not NTFS. -

True but not if you have Windows XP or a prior Windows OS as diskpart will not work on flash drives with those older OS. Diskpart will work on flash drives on Vista or Windows 7.

Actually it will limit your max individual file size to 4gb but that is not what you asked. I believe your question referred to your post as to what formatting do flash drives have when they are purchased new, Fat32 or NFTS. The file size limit of Fat32 is why people re-format their flash drives or external HDD's to NTFS after purchase.
Edit: Changed 2gb max file size for Fat32 to 4gb. Sorry for the incorrect info. -

Nobody mentioned anything about Windows XP. Diskpart is a command line utility that you can use to create and format partitons. Just another option.

The file size limit on a FAT32 formatted drive is 4 GB.

Exactly. The OP never mentioned in any posts what OS he was using. I just wanted to bring up the fact that Diskpart does not work on a flash drive under Windows XP or prior OS.
Many threads in the past here on NBR inquiring about making flash drives bootable included suggestions using diskpart but at that time most people were using XP and the posters failed to mention that diskpart does not work with that OS on a flash drive. I just wanted to original poster (or those reading) to know about this limitation. -

I got write >10MB/ when it was new
Ill try to reformat it to Fat32
And if the speed is high ill have to decide between size and speed. -
Yup Fat32 works at 11.5 write
ill format it back in NTFS
