I'm currently using TuneUp Utilities on my computer and it has a way of automatically controlling the windows animation settings based on performance needs and whatnot. However, I would like to restore the animation settings for the taskbar mouseover and the wallpaper slideshows. I looked under the Advanced Settings and found most of the animation settings, however it does not have any effect on the taskbar or wallpaper animations.
Where can I find the settings to change the animations for the taskbar and wallpaper?

Just change themes. Or a system resoter.

...and don't use tuneup utilities on windows 7

Well, I actually like using Tuneup utilities, it gives me easier access to some windows settings and plus the live optimization feature actually speeds up some CPU-intensive tasks.
The issue is that like on the taskbar when you mouseover the windows orb, instead of gradually lighting up it just lights up instantly, and the same for the taskbar buttons. I really don't want to do a system restore because I've been having this issue for a while and if I restore to a point where it was working then I'll lose a lot of necessary applications.
Nevermind, I just found it. It's under Control Panel -> Ease of Access Center -> Explore All Settings -> Make the Computer Easier to See -> Uncheck Turn off all Unnecessary Animations (when Possible).
For some reason that option was checked, which was why some animations were enabled and some were disabled on my computer. Good to know... -

It's located there because the option doesn't really have anything to do with performance, as with Aero enabled, the screen will be rendered by the GPU anyway and thus will not hog your CPU.

Christoph.krn +1, you could not be more correct.
Having this tool disabling Aero, actually REDUCES CPU power, as Aero Basic (or Classic Windows theme) is 100% rendered by the CPU rather than the GPU.
What you are seeing is 100% placebo effect. PLEASE remove that junk software.
As for easy access, you do know you access virtually anything form your system including searching within Windows Control Panel option panel's, by typing what you look for the Start menu search bar.
