Can I boot already installed and running OS (my Vista Home Premium 32bit) in VM from either USB or OBHD? Is that task possible at all? Thank you in advance.

yes, kind of. i know with VM work station you can import an already installed OS off of a computer and convert in to a VM, AS IS! you could then put that VM on to flash drive or USB HDD and use it on any computer with VM Player or VM work station.

I've done it once before on my boss's computer whihc is a true odd ball as it doesn't have a C drive! There is a glitch with windows XP installation that happens with some card readers where the card reader becomes drive C and the OS is mapped to another drive, the VM software didn't mind at all and it works fine in the VM Player.
