I have a second hard drive in my comp that's not getting used, I want to install XP on it and run it in a VM on my other XP machine. (I want to do some testing) is this possible? or will XP be stupid and not let me?

Is it physically capable? Yes. Sure. Are you asking about licensing--ie, can you install the same OS twice; once normally and once in a VM?
License wise, you need a license for both the host and the client (weird, since they are both on the same machine, eh?)
Here's a strange little, albeit temporary, alternative
Using Virutal PC, you can download several preloaded XP images (and a vista image), or really VHDs that you can run from Virtual PC.
The VHDs do not require a license, though they expire periodically (these came out in June and expire in September--in September, MS will probably release some more, at least they have for the past couple years)
