Every time I restart my computer this error pops up on the screen it does not appear to affect anything as all the programs that i have installed run and every thing that is supposed to load at start up does.

Does anyone have any idea what could be the cause of this error?

might be some plugin error. Probably, a spyware soft installed without you know about it and gets an error when its tryin to run. Example: u had netscape before with an ad plugin and now u have netscape uninstalled and the pluging still tryin to load up.

I know that you can disable that from popping up, but I can't remember where the setting is for it. Sorry.

use msconfig and uncheck everything from startup and reboot, see if it occurs again.

Open up Task Manager, under Applications right click on the error window and select Go To Process, and see what program is causing this error.
