Just for regular use. Ya know typical stuff for a college student: email, internet, watching DVD's, etc. Would it be better to get the 64 bit so that I could use 4Gb of RAM?
What should be the deciding/critical factor in this decision?

all of the new laptops are selling with 64bit, this is because basically all drivers are compatible now, anything online basically has a 64 bit version, and if it does not, the 32 bit version works on the 64 bit. 64 will make everything faster. there is absolutely no reason to stay on 32 if 64 is the same price

As Brawn says, 64-bit is becoming the standard these days. Lots of applications are supported under the 64-bit operating system, as well as drivers. Vista 64-bit supports practically 90% of applications/drivers originally designed for 32-bit systems (an estimate, but I know it's a high percentage).

You can manage with either considering your tasks.
Technology is moving towards 64bit and there are no longer any(or at least few) issues concerning drivers, applications(excluding really old ones) and such.
If 64bit is the same price, I'd get it. If it's charged significantly more or doesn't come with the system you're looking at, get 32bit. You won't be missing out on that much either way considering your use of the laptop. -
I always endorse 64-bit. Go for it. You won't be disappointed.

Using 32-bit with 4 GBs of RAM actually slows down the computer...
64-bit is the way to go. Just waiting for Adobe to release Flash 11 so I can use the 64-bit version of IE8. -
I will stick with 32-bit until OneNote printer for 64-bit releases. That's probably only reason I have to use any Windows 32-bit.

So the only real noticable bennefit from 64 is that it is faster?
