No. Why do you want to compare the two?
The Windows 7 taskbar is an evolution of the taskbar that Windows has had since the mid 90's. It combines task management and quick launch, both of which have been in Windows since the Stone Age, with several new features.
- Jump lists.
- Win + # key combos.
- Content (not just window) previews per task.
- Grouping options.
- Touch features.
- Task status features (progress bar). -

yes, it basically is like the apple dock, which is, basically, like the windows taskbar, which apple then stole the ideas from.

Windows 7 Taskbar is Windows(or Instance) Driven
Two completely different ideologies.
If you want to say one copied the other, then might as well look at the original OSes that came out because even the first windows had icons to the bottom of the screen that launched applications. -
It's both a quicklaunch and a taskbar in one, isn't that basically what apple's dock is? -

Let me guess, people have such a pentup grudge against apple they ASSUMED i was just making a statement of saying "see, windows has to take from apple. apple is better than windows!"

A car is basically like an elephant. They share a set of similar features: namely, both use four mechanical constructs to produce motion. How useful is this abstraction to showing that an elephant is basically the same thing as a car? Not very.
Also, I question whether you're truly wondering or not. Wondering implies that there is a genuine question for which an answer is sought. What you've been doing in this thread is consistently repeating an opinion that the Taskbar is "basically the same thing" as Apple's dock.
You haven't gotten "it" - I was pointing out some differences between the dock and the Taskbar. You'll also notice that the taskbar implements a Start Menu, and a notification area, clock, Show Desktop button. While I'm happy to point out differences, I am really being careful here to avoid concluding whether one is better than another. -
Btw the only apple product i own is an ipod :/ and an apple 2gs I haven't used in 10 years. -
