Im connected to a college network, and these two programs wont connect. When I use the port detector on soulseek, it says that its blocked and have to look up how to forward it or something. Is this something I have to do to my computer, or will I never be able to use file sharing programs when connected to the University network?

Most likely it is your university. Because of all the legal problems with P2P and bittorent, universities have began to block out ports. If you try to bypass the port or if you get caught use P2P, the university will not allow you to have access to the internet anymore (actually happened to a friend of mine).

Well if the ports are blocked, I'd say they do care.
You can't bypass them, unless you feellike hacking the univeristy network or breaking into the data center to reconfigure the router. Which will get you in a hell of a lot more trouble than a p2p violation.
you might be able to reconfigure the program to use different ports. But like SG said, if they catch you you'll be in trouble.
Which is highly likely, since if they're blocking ports they are probably monitoring traffic patterns or even packets. And if it's summer, their list of suspects is a heck of a lot shorter.
Is it worth trashing your education for a few files? -
University has it set for a reason, so if you try to bypass the ports, it is considered illegal and not supported by NBR.
The university has the right to limit the amount of ports that you have access because it is their internet, not your personal internet. You can't use the univeristy's internet for what ever you want. You are limited by what they choose.
Its like Elminist said. They do monitor traffic, and they can even tell where your location is and will cut off your internet if they see you connect to P2P or bittorrent sites. This isn't something to mess around with, and the price you have to pay when you use someone else's internet. -

Is there any way to adjust what ports a game uses? I cant play Americas Army online, even if im connected, it acts like there is no connection

yes there is, on BitTorrent, go to file and then options and then to the connections tab. In that little box there is a five digit number I believe. Just change that number.
Like people said, I would'nt recommend it however. -

Usually you can't do this. because if everyone used different ports, you'd never be able to find the online players. -
