I've noticed by keeping Nvidia System Monitor on, that when my GPU switches to Throttle mode clocks, the screen starts flickering and driver crashes can occasionally occur. I am running under 196.34 drivers and everything works fine except for this throttle mode. Anyone know how to stop Powermizer from switching to throttle mode, except from completely disabling it?

I was referring to the Powermizer program specifically, but sure I'll take a look at your tweak. Could you link your post page please?
