I've just bought my new laptop with windows 7, but it is constantly stops responding, and crtl alt delete rarely works, so I have to use the on/off switch.
I have no idea about what is wrong, is it a defect in the laptop, in the software or am I just a retard?
The thing is, I wanna know if I can fix it, or if I should return it to the dealer?

Do a complete restore and see if it behaves like this 'out of the box'.
If it does, return it.
If it doesn't, that means that something you did (tweaks?) or something you installed is misbehaving with your hardware. Do no tweaks, and test after each software you install to see which is the offending one.
Note: make sure you do a complete restore without being connected to the internet and right when you connect, download and install Microsoft Security Essentials to ensure you're not simply getting infected and seeing these issues.

hmm new discovery: if I wait for like 10 mins, my programs are responding properly again? Dunno if that is any important info? God, it is annoying

Hmmm, with that new discovery, it definitely sounds like a Windows misconfiguration or possible driver/software conflict.
What would waiting accomplish?
This behavior is unacceptable of old hardware, let alone with a brand new machine. Return it before you're stuck with it.

ye well, i've DL all the updates that windows 7 finds by itself n' installed 'em.. and besides audio drives that was on a seperate CD, only Java if im correct - any help would be amazing
and thanks to everyone so far, eventho' the problem still exists

Check your event viewer logs, something similar like this had happened to me too. It could be your hard drive, check to see if there are any system error reports around the time each of those lock ups happened.
