Hi, I have noticed this problem since I was using windows 10 1709 builds: 16299.334, 16299.402, 16299.461 and now 16299.611. Currently I am on windows 10 1709 build 16299.611, Intel driver win64_24.20.100.6229 and Nvidia driver 398.98 from j95 mod.
I can remember I have used intel driver win64_24.20.100.6194 and win64_24.20.100.6136 also Nvidia driver 388.71 Stock 390.77 Stock, and 390.01 Stock. The problem still exist with those different drivers. I am on the latest version of google chrome right now. The only solution for the problem is using Hardware Acceleration in google chrome. I am just curious if anyone has encountered this problem and solved it in a different way by not enabling google chrome hardware acceleration. I was thinking maybe its a windows 10 issue. I am just sharing this strange issue. I am not really bothered of it as of the moment as enabling google chrome hardware acceleration fixes the problem. Just wanted to know if anyone got any different ideas and different solution. Thank you.

The video shows when I press the show desktop button in the taskbar to minimize google chrome you will see the vertical line/tearing..
