Why would one want to install, or prefer not to install, the Sun Java console?
What exactly does it do?
Does it use a lot of memory and system resources?

Sun Java console comes with the standard Java installation.
Java is for browser apps, games and such. Its an essential for browsing todays sites. If you talking about the console per se, its just for viewing and modifying settings.
No, generally it doesnt but that depends on what app your running. -

it doesn't use resources as there is no java app or applet using it.
it's not really essential for most things nowadays. the web nowadays mostly uses flash instead.
but apps you install, or webpages you browse to might require it.
for laymans, consider it just the same as flash (or silverlight). not exactly true, but the thought works. -
Is there some kind of java already built into Windows? Should the Sun Java onl be installed, if one has certain applications, or visits certain sites, that need it?

no, by now no java is preinstalled (it was in xp, and they got sued, or something like that).
if you need java, you will notice it. most webpages by now don't need it, nor do much applications. if so, they will notice you that you need to install java. so as long as you don't need it, you won't.. uhh.. need it.
install if necessary. for me, it wasn't necessary in years. -

they're similar, but no, shockwave doesn't get used much. no clue about it.
silverlight on the other hand is a .net based framework (.net being actually about the microsoft version of java, just much better). it will grow, and shows great promise to be much better than flash.
but it has not much use yet. anyways, silverlight is so not noticable if you have it installed, so why not? it's no extra work, just one check in windows update -
I think Shockwave is just old...

yeah, but it was actually quite interesting. it allowed 3d games in the web years ago. flash just starts to support that..

Java's basically like an engine for both web and (not sure how to call it) desktop applications. It's got a programming language like .NET or C++ and then plugin(s) which will make them run in web browsers or on your computer. Java is preinstalled on Macs I think...

I wonder if BD-J http://en.wikipedia.org/wiki/BD-J (Java used for Blu-ray discs) used Sun Java from Java.com.

not on my systems. i haven't have java installed but can playback blurays with java.
