I just got this computer from my brother and it has media center installed on it. I want to do a complete reformat. He didn't give me any cd's so i tried to run the system recovery and all it does is reboot the computer. Then when the comp is rebooting it says press F10 for System Recovery. I do that and theres just a quick black screen and then it just starts windows. Any suggestions?? Its an HP.

Try burning a recovery disc(s) from Windows. HP should have "PC help & Tools" in the start menu. From there it should have "HP PC Recovery CD-DVD Creator"

Not sure which model or how old your HP is so it might not have that.

OR you can try using GAG bootloader you boot your recovery partition.

It's possible that your recovery partition has been compromised or erased. Make sure you actually still have a recovery partition. But, it's a good idea to follow LFNYC's advice and create discs if you can. You'll find out very quickly if the recovery partition is still good.

Word of advice: Use DVDs, you'll probably need 4, but with CDs you'll need about 12.
