I was trying to burn Rataotouille on a DVD-R

it didnt delete.. as it said this DVD is unusable now.

I tried Deleting the movie from Temporary files but it doesnt Delete.

Neither does it burn on any other Blank Disc.

It has jammed the system.. neither does it delete nor does it Burn. and doesnt let me burn other Files as well.

The system still seems to be using the file, so you can't delete it. Search through your processes and see if you can spot anything that looks related to burning.
Also, start using a 3rd party burner. I recommend DeepBurner.

Open the folder and delete all of the files, then go up one level and delete the folder.

You might consider restarting your machine before attempting to delete. Often times even though you've exited the application, it will retain rights to file, thereby preventing it from being deleted.
