Sorry to reply to my own comment, but I noticed something else about this particular effect:
If you drag the edge of a program down to the Taskbar, or up to the top of the screen, the opposite edge expands to its upper or lower limit also. (This has the same effect as double-clicking the top of bottom edge of the window). Again, there is no corresponding effect involving the sides of a window.
I'm surprised & delighted, but not annoyed, that the Windows 7 team at Microsoft took time to add thoughtful little tweaks like these. They could have focused on under-the-hood improvements, and delivered them behind a largely unchanged Vista interface, and we would have been satisfied. These thoughtful touches really add a lot to the user experience, and make Windows 7 a worthwhile upgrade for almost every computer sold since Groundhog Day 2007...
I wonder how many more little tweaks there are... and when we'll uncover the Easter egg(s) that must be in there somewhere!
