Are you sure its your computer settings, and not that of your router?

Did you correctly forward ports on your router? Your other computer can still work while your new notebook doesn’t because port forwarding is set based on LAN IP (which are different for each PC if you have both of them connected at the same time).
Visit portforward.com/ for more information about why and how you should do it.

the Vista software firewall is probably messing you up.
make sure the ports are open in the Vista firewall in addition to your router.

Also, if you are already using it on your XP machine, and have your router set to forward ports to that machine, you will probably want to change the port settings in utorrent, and forward the new ports through your router to the new pc. I did this with my two pc's; works like a charm. (if that doesn't make sense, let me know and i'll write up more detailed answer)

i am not using a normal router. it is a datel wifi mx, which is like a usb router. all i know is that my xp computer connects and downlods fast, and the vista connects and downloads slow

well if its a router then you need to forward the port

if u have done all that then also go to a speedtest site and see what speeds you're getting. also did u configure your firewall right as well?

Certain AV programs if you disable them will turn off a whole bunch of ports and :. make your internet run quite slowly. It's probably best to set up an exception, and allow your AV program to run in the background.
Continuing on sideswipe's theme, go to dslreport (I think :S) to find your connection speed.

well basically, it takes like 10 min for it to say it connected, and it is slow. once it connects, it says it was forwarded correctally, but it is so slow!

Who is your ISP? My ISP started to block my downloading after I had used to much bandwidth. Give them a call to see what is up.

    There's your problem.
Spend 30-40 bucks and get a REAL router made for computers.
Then set up different ports on both PCs and forward them through the router.

And if you don't mind my asking, which Roadrunner division (city) are you in?
