Is there any software that can change how I control my touchpad (i.e., so that it is controlled like a wacom tablet instead of a mouse?)

Wacom tablets? Like make the touchpad pressure sensitive and do stuff like writing on it?

    Short answer: No.

Long answer: "Touchpads commonly operate by sensing the capacitance of a finger, or the capacitance between sensors. Capacitive sensors are laid out along the horizontal and vertical axis of the touchpad. The location of the finger is determined from the pattern of capacitance from these sensors. This is why they will not sense the tip of a pencil or even a finger in a glove. Moist and/or sweaty fingers can be problematic for those touchpads that rely on measuring the capacitance between the sensors".

What I mean is that instead of having to scroll, I touch the upper part of the touchpad, and the mouse will appear on the upper part of the screen...

Sorry for the ambiguity; and thanks for the response. :)

so you mean make the touchpad coordinates absolute in relation to the screen instead of relative to the current mouse position? I doubt it, you would have very poor resolution control over the mouse, since the touchpad is much smaller than the screen and your finger larger than the pointer.

Other than customizing your touchpad "zones" to do what you want them to do, there is no other way. It's because touchpad only senses the relative motion of your finger. If you have your mouse pointer let's say <here> and you place your hand in the middle of the touchpad and move it, the movement is reproduced on a relative sense. If you did the same motion <here> ,it's going to be the same.
