I've never seen anything like this:

In safari 4 beta it says that the file or directory is corrupt and tells me to run the Chkdsk utility, then crashes. I installed and uninstalled it, then installed it again.

In Firefox 3 it says firefox is open, but it isn't and it says to close it.
It's not in my processes tab in task manager. I installed and uninstalled it, then installed it again.

In IE 8 it can import favorites from Firefox, but not from safari.

    WHAT should i do?

Open the run command, type in CMD, press enter.
Inside he black box type in chkdsk /r, then press enter. It will say something about restarting, press y then enter, then restart.
This will check your hard drive for errors.

The Safari bookmarks file is located (I think.) in Application Data\Apple Computer\Safari folder
The file with the bookmarks will be called bookmarks.plist
I am not sure if IE or FF can use this file though, you might want to try opening it through one of the other web browsers. If you an open it and see your bookmarks and nothing else works. You may have to manually import them one by one, but I would not know.

This site tells you where the Firefox bookmark file is.

If nothing else, place both Safari and Firefox's bookmark files somewhere temporally. Then Uninstall/Install the browsers, then re-place the book mark files where they belong.

I experienced a similar problem with Firefox after visiting a questionable web site. I uninstalled FF and re-installed it and it works perfectly again.
