On Windows Vista Home Premium, following the usual route,
    Control Panel> System> System Protection> System Restore....

when I click on System Protection the 'System Properties' box ( comes up instead. WTF?? Are there any services associated with this because I tinkered with services few days back, though I doubt that to be the cause.

    Try: Start --> Run --> rstrui.exe

(there is a System Restore Service, which depends on Remote Procedure Call)

The system restore function IS under the system properties window..

System Properties window > system protection > system restore/create..

did you mean you can not see the restore/create buttons under the sub menu?

rstrui does not help. It doen't show any options for checking off the system restore.
Is it really under the System Properties window? Because its not there for me.

Here is a screenshot to help along:

I don't have Vista but I think it's under Advanced system settings --> System protection

You can also try Start --> All programs --> Accessories --> System tools

I have vista and the ways mentioned by john, sasanac and I are all correct approach to get to system restore.. try all..

That system properties should have one more tab "system protection". also rstrui wont give u an option to disable it.. it either creates/restores.. (john, isnt that right?)

Did you manage to disable it somehow?!! (m checking some articles on restore, if i get anything wil post here)

I think the vista service for sys restore is "Windows Backup". Its default state is MANUAL. check that also..

    frozen_sun: yeah, it's to create/ restore

I found that for some reasons (policy or often virus) this tab can be disabled
Take a look at the registry (Start --> Run --> regedit) and tell me what is the value at: HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows NT\SystemRestore\DisableSR

    if it exists...

You hit the nail on the head. Thanks a lot. That WAS the problem, the value was 1, I wonder what I did that could have led to that, I haven't had any viruses but the word Policy, yes that strikes some chords, maybe when I was tweaking around I did something to upset it.
Thanks again. Thanks to others too who tried to help.

I think I was a bit too fast to have thinked the problem was fully solved.
Now I see that I can't uncheck the drives, it says "Configuration is disabled by Group policy", now how do i change that. I don't have gpedit.msc :(

EDIT: Finally it's done. Further solution was to DELETE THE ENTRY (DisableConfig) that you mentioned instead of setting it to 0.
