Well i'm trying to use Vista's disk management to shrink my OS partition and make a data partition, but it's saying that I can only shrink my OS partition by about 63GB. I have a 250GB HDD with 15GB for the recovery partition
Anyway to work around this or a recommended software for partitioning

Check this, Working Around Windows Vista_'s "Shrink Volume" Inadequacy Problems. I recommend using GParted Live CD, how.
