Hasn't changed. Tweaking can be good and bad to a system, it's all about knowing which programs to tweak, and which to not.

It sorts itself out -
vLite + disabling of various services that is unneeded (not readyboost, nor superfetch, those are good things) does makes it faster.

I would blame the third party software developers who force their software to run automatically at system start up. In most cases the auto start up is not needed. -

While I am not a proponent of many tweaks and NEVER EVER EVER any automatic tweaking application. There are occasional tweaks that make sense. For example, would you consider the defrag of the boot files a tweak? I would.
Just sayin'.
