Everytime the uac window pops up my screen flashes black for around 1/2 a second before the background fades and the uac window comes up, then when I click ok the same thing happens until the background comes back to normal. Its getting very bothering. Also the uac window itself is not the windows aero interface, but the standard vista interface(without the translucency).

The reason why this occurs is because when the UAC prompt appears, Windows Vista quickly takes a screenshot of whats currently on your screen then takes you to the "Secure Desktop"-basically the same place as the Welcome screen. See here

That link isnt working, it always adds another http:// i dunno why even after I delete it manually. Also I'm still confused, why would it take a screenshot? And is this normal for everyone?

It takes a screenshot then fades it to greyscale basically for fluff (so that the average user wont realize that the switch to the secure desktop happened)
