I've got a problem. I have unwarranted background noise on my computer.
Steps I've taken to troubleshoot:
- Scans: At first I thought it was malware, so I scanned the computer with Avast (virus scanner), Advanced SystemCare (PC tune up and maintenance), and Malwarebytes (anti-malware). All of them returned no issues. I've also run a boot time scan with Avast (with raw disk access enabled) and once again I've returned no error.
- Trial and Error: I have some Insignia USB speakers I sometimes use with my laptop. When I use the on board speakers or the USB there is NO background noise at all. When I have my computer hooked up through HDMI the noises happen. In the Sounds - Playback window (Windows 7, as shown here as shown here) the little EQ bar is bouncing to show that the sound is coming from my computer rather than interference. It also shows the same motion under Digital Out Service, though I have never actually hooked up any kind of audio device using that service. The EQ thing shows nothing when my on board speakers or Insignia speakers. When I turn off my router the sound stops a couple minutes later. Once I turn it back on the sound continues.
Also I've shut down all unnecessary processes through Task Manager and the noise continues. I've also tried 2 different HDMI cords on 2 different TVs to no avail. I've also tried System Restoring to a point when I know that noise wasn't there to no avail.
- What the noise is: It's a random meshing together of many different audio clips. I recognized some from Super Nintendo games, some sounded like news reports, some sounded like UFOs, I heard "hey youtube..." as if it were the beginning of a YouTube tutorial. There were also other sounds I didn't recognize. There also is this weird dub step sounding note that seems to separate different "parts" of the noise.
The only thing I can do is to either use HDMI video and USB audio or turn off my internet while I watch my movies.
-When it happened: I was using Game Booster by IObit, a program that in years has never caused me or anybody I know a single issue. I set it to close all windows tasks, including explorer.exe (cuz I know how to restart explorer.exe when it's stopped) and launched the game. It was working fine. I then closed my laptop lid (I have it set in the settings to not do anything when I close the lid, and it usually works just fine with the lid closed) during the game. Normally it only goes black for a second then comes back up. This time it crashed and I had to improperly shut down my computer. When I booted it up again I started getting this noise, but ONLY from HDMI out, not USB speakers or on board speakers.
At this point I'm not so sure it's a virus or malware, but I wouldn't doubt it...
I'd appreciate some suggestions to solve this problem.

Wow, what a very interesting piece of malware. I assume you have updated Malwarebytes before you ran a full scan?
Have you tried updating your audio driver? (I don't know if it is going to help, but it worth a try xD!) -
My all of my drivers and all of my virus/malware/cleaning programs are always up to date. I check for updates very regularly.
I'll let you know later about Safe Mode when I get around to trying it.
