About the only policy change you can do in XP Home is to create a Limited Account, which restricts (but doesn't eliminate) changes or a Guest Account (slightly more restricted). XP Pro, I hear, allows more flexibility in setting policies.

XPpro allows the same sort of restrictions and protection that WinNT did as compared to win95/98/me. XP home assumes that anyone is going to be installing applications and no restrictions on system stuff...I think everyone is part of the administrators group.
XPpro has complete granularity with users, groups, permissions, etc. I'm not sure if active directory works iwth XP home, as well. That's important if your work uses that for authentication and you want to have access to your email, network shares, things like that.
