    Inspiron 1420
    Intel Pentium Dual-Core T2390 @ 1.86GHz
    2GB 533MHz DDR2

Computer came loaded with vista business.. and I got a free Vista Ultimate DVD for participating in the windows feedback program... but i digress..

Ultimate installs fine (Upgrade isnt an option, booting from cd or within windows)..

After the "Completing Upgrade" step it restarts and right when it gets to the vista loading bar it flashes a blue screen (too fast to see any codes) and restarts, only to start again.

I've read up on people having the same problem, but they were on crappy forums and no one knew anything... lol

Any help would be GREATLY appreciated!!!

    Thanks,
    Sam

Try pressing F8 at bootup, boot into Safe Mode if you can, and poke around.
From there you should be able to:
    - turn off auto-reboot on bluescreen (control panel, system, system protection)
    - change/install drivers
    - upgrade to SP1 if you don't have it already installed

EDIT: Thomas's suggestion is worth trying too... maybe first.

I suggest you ask DELL for help. I never had such a problem installing Vista Ultimate, and I had done so alot alot of times. I have actually read such problems from other forums but I am sorry that I do not know how to help. Again, DELL will probably know how to properly install it on their laptops.

The procedure is the same for all laptops, Dell could help, but not by much.

Right before you select the partition to install windows on you need to load a driver for the hard drive. You can use a USB flash drive or something by downloading the drivers off dells site and then loading them by a button that should appear when it prompts to select a hard drive to install on. I had to do this to install vista ultimate on my XPS M1330. Which driver specificly I don't remember, just that it was something for the hard drive. My assumption is that this driver is automatically loaded when you use Dell's reinstallation disc. I hope this helps.

If your notebook came with internal bluetooth it is probably enabled by default. Just disable the adapter in bios setup before starting OS installation. Install Vista and once you finished re enable the adapter. It worked for me after a lot of testing. Hope it works for you too.
