OpenVPN seems to be the go to VPN Freeware/opensource choice. But you need to set up a VPN server.

Maybe a remote desktop software would be easier for you. You can use Teamview for free and it is easy to set up. Then use the remote computer to log into Paypal.

    That would be my suggestion.

Use a computer at home and then control that computer via TeamViewer.

I use Witopia for my VPN. They have two different types PPTP and SSL. I use the SSL as PPTP can be blocked by routers. Been with these guys for over two years with really no problems. I was able to renew this year for $55 using a coupon code to get a 10% discount. (just search witopia coupon codes) I keep this on my laptop so when I travel I have a secure connection in hotel rooms.

WiTopia: Providers of personal VPN services for online privacy, data security, and unblocking Facebook, Twitter, and Skype where censored.

I use StrongVPN. For $55 a year you get a USA/UK i.p. Only drawback is your limited to 5 switches per month but can upgrade that.
    Speeds have been excellent.
