I am having some video playback issues on my new Power Pro 11:36 (MSI 16F2) laptop.
I have Windows 7 64bit and I use Windows Media Player to watch videos.

Time to time, I see scattered dots during video playback. When the dots show up, they all show up in the same color, and they show up only for a split second. Sometimes I even get a screen flicker.

There was one time where after the screen flickered, it stayed at a black screen. Alt-tabbing brought me to windows, where everything was gray and there was no text anywhere. I have never seen anything like this. Surprisingly, alt+ctrl+del brought up the correct blue screen with the different options which displayed correctly. I restarted the laptop from there.

I do not get any sort of artifacting while gaming. I have stress tested with furmark and OCCT and they run fine. 3DMark2011 also runs fine, scored 2045.

These are the things I have tried, but the problem is still occurring:
-Switching Video Codecs from klite to cccp
    -Memtest86+ (9 passes, 0 errors)
    -Reinstalling video and chipset drivers
-Scanning hard drive for bad sectors
    -Switched to VLC

I have run out of ideas. I don't know what possibly could be causing this problem. Please help!

Do you have an external monitor? You could see if the same dots appear when you have another monitor attached. That could troubleshoot between a hardware problem with the video card or screen itself.

I don't have an external monitor. Just using the laptop monitor.

I actually decided to run a long generic test on my hard drive and it failed. I only ran the short and smart test before which passed. Hopefully if this is the problem. Will find out after I fix it.

Okay I took out the hard drive with the bad sectors, but I'm still having issues.

I was just watching a video on the internet, not even in full screen, and I find dots flashing on my taskbar.

This is NOT stuck pixels. They went away when I refreshed my desktop. They also go away when I put my mouse over them.

There was also a time when the whole taskbar was flashing pinkish color.

It looks like a hardware issue with the video card.
