You could install Virtual PC and supply your own XP license and cd.
However I haven't tested if that method allows to install the Integration Features, that make the XP Mode so special. -
If virtual PC is anything like on vista though, it will only install on professional and ultimate.

The mode in question is usually only available on Pro and Ultimate editions of Windows.
That's one thing.
Your cpu has to support Virtualization technology in order for this to work, and finally, forget about 3d support (S3 cards are the ones being emulated in Virtual modes and are usually used for business solutions). -
Yup that's why I don't use it as I was looking for it to run some older games that don't work in anything after XP even if you set compatibility mode to XP or earlier.
Hopefully MS will sort this out. I like the idea and XP mode works really well but not for 3D gaming.

Virtualbox and vmware support 3d virtual, but I think you need a separated xp license.

I hate Microsoft's website. Gazillion links later I finally found the system requirements. Wouldn't be too hard to ask those in the first page

Anyways, Virtual PC can be installed in all Win7 versions.
However even those don't actually answer the question: if I installed Virtual PC in Win7 Home Premium, used Guest OS as XP Pro SP3. Would the virtual applications features work? I can't try that either, as I don't have suitable hardware available just now
But if it worked, it would save my parent's lot of trouble in future.

Officially you can't get XP Mode unless you have either Windows 7 Professional or higher, and a CPU that supports Virtualization. However, you can get a pseudo XP Mode following this guide, think it might work with Virtual Box as well.

Virtual PC document say you don't need XP mode to use application auto publish feature. You can download the integration feature seperately.
