I have a link to Perfect World (shortcut). The icon's picture has disappeared and is now blank with a standard windows shortcut to an unknown file there. The short cut still works. This is one on my desktop.
In my start menu the shortcut icon has also disappeared in there. Why does this happen? The link still works.

Well, I don't know.
But have you tried right-clicking on the shortcut(s), going to Properties > Change icon, and making sure it points to the executable file for the program, which should give you the icon there to select?

Yes and it does show the proper icon in there. However when I select it it does not change the icon to it.
It could just be a random windows glitch though. I simply created a new shortcut from the same file and the icon is in that one. I was wondering if it was an issue or a known problem. I couldn't find anything about it on microsoft's site. -
Weird. And I assume moving the shortcut, refreshing, re-specifying navigation and icon paths and such has no effect?

And it sounds like you should try to rebuild the icon cache. It's pretty simple - just follow the directions here:

Refreshing did nothing. Rebuilding them did fix there issue. Every time the computer would restart I would lose my icon again.
