I have a copy of Windows Vista Anytime Upgrade DVD.
I just want to know if I get Windows Vista Home Basic,
will I be able to upgrade with the DVD to Ultimate?

I think you can if you have a license for ultimate.

Yes, but as stated above, you must have a license to use Ultimate.

Also, the Anytime Upgrades are for one version to another. (I guess this is probably done with the license keys rather than making the DVD different, but I'm not completely sure.) So... you have to check if your is a basic-to-ultimate upgrade license, or a premium-to-ultimate, or what.

then why would anyone buy this Vista Anytime Upgrade DVD for
$150+ retail?
Also, the copy that I have does not say anything regarding to what
version it is. That is kind of questionable.. -
