There's a link to approved resellers in Singapore in there (in the How it Works section).. from the look of it any of these places should stock the Anytime Upgrade disk. I hope this helps!

Thanks for the link. I will have to wait until February before I can consider getting the software. I have a suspicion you can't do the anytime upgrade program if you're currently residing in China though.

oem = computer company built you computer
retail = support via microsoft
retail is also not tie to the spefic computer like oem
Yes vista can cost that much too -
http://www.bjwne.com/en.asp <-- these guys are a Microsoft authorised reseller in China.. could be worth a look if you're residing there for a while? I can't read the language so couldn't tell you where they are based though! The English language section of the site is very minimal.

Thanks for the link. If they are authorized Microsoft distributors they have a peculiar way of showing it since their product lineup doesn't have Vista in it. They have Exchange Server and Visio but none of the Operating Systems (checked the chinese product lineup).
When I tried going through Microsoft's webpage as to taking up the anytime upgrade route it seems their website scans your computer's IP and if it doesn't match their database of locales supporting the program they will give you an error message, essentially forcing users to go through the retail route or buying a new notebook loaded with Vista.
