I heard there were some changes to Vista licenses from the XP license - and even differences between the different editions of Vista.

Anyway, I have Vista Business retail. Am I allowed to transfer it to as many PCs as I want, provided I uninstall all previous copies of it and only have 1 copy installed at any one time?

In short, yes. As long as you uninstall the OS prior to reinstalling it on another device you may do so, the EULA does not specifically state how many times you can do so:

" 15. REASSIGN TO ANOTHER DEVICE....You may uninstall the software and install it on another device for your use. You may not do so to share this license between devices."

This is a PDF of the EULA.

More clarification here. Apparently the original EULA only allowed a one-time transfer of the license, but MS has since revised the language of the EULA to the wording above.

The EULA was indeed changed to allow for as many transfers as you needed.
