I remember a windows program that allowed one to scroll without having to click the inside the window. For example, if I had a chat box open and an internet browser underneath it, all I would have to do is move my mouse over the browser and I would be able to scroll the browser without having to click inside of it, allowing me to keep my chat box open. Can anyone help?

There is a setting in windows that does this too (without the need of a program). I am trying to find it.

I don't know about Vista, but I know that TweakUI for XP had an "X-mouse" style setting which moved focus to another window without bringing it to the front like you're saying. That's a typical behavior of Linux workstations.
