Past precedence suggests that the service packs will come through Windows Update and/or be available as a download. For example, anyone can still download SP2 for XP.

They can also be available slipstreamed in a new Vista CD labelled as Vista "version" SP1. The likelihood of them pushing SP1 via Windows Update are pretty high, given past updates are also distributed via Windows Update, such as Live Messenger Beta 1 Update 1.
