I tried searching and couldn't really find much on UAC (other than the fact that it is annoying).
First, what exactly is it/what does it do?
Is it necessary, or is it okay to turn off?
What are the results/consequences (good or bad) of turning it off?
How do you turn it off?

I suggest you not to turn it off. UAC is one of the main security features with Vista, and It tells you if a malicious program of file is going to copy in the windows folder and other locations. In internet, UAC is activated when a strange program tries to execute in your PC, and you can stop it with no problem.

Basically what it does is continuously demand confirmation for just about any action (installing, opening .exe files, uninstalling, starting up a new program, changing system settings etc.) It is a good security feature in the fact that it prevents anything from auto installing on your machine (from internet).
While most people find this feature annoying, I don't. There is nothing difficult in hitting ENTER or clicking OKthats all there really is to it.

I was basically forced to turn it off to get a few different programs to install becase even when I ran the installs as administrator, I couldnt get them to work. It could use some fine tuning, but overall its a good feature, in my opinion. Doesnt change the fact that I have yet to turn it back on though.

DONT TURN IT OFF!
Its a security feature and it is good to have on. Yes if you do anything to that affects system state you will get a pop-up.
These pop-ups are NO different from OS X or Ubuntu, except they dont require a password like others. You can turn on the password feature and if you are just a standard user on a Vista box you will need a password to continue.
For a corporation this is one of the selling points. UAC will allow applications to run with out having an administrator logged in. Also it will STOP stupid users from installing software since they wont have rights to. With XP to ensure compatiblility to even some Microsoft applications you had to run the box as an admin.
UAC catches Windows up to OS X and Linux.

Also once your PC is setup and you are just USING it, you wont see UAC that much. UAC and indexing are annoying with a new Vista install...but they get much better after a week.
